Paul Howard focuses his practice on federal legislative and public policy issues relating to financial services, with a particular emphasis on the insurance industry, counseling clients on legislative strategy, procedure, and coalition-building. He founded Howard Law & Policy Group in order to spend more time focused on client service, rather than on the bureaucratic inefficiencies of modern law firms.
Paul is one of Washington's leading experts on the Terrorism Risk Insurance Act (TRIA), having worked on its original enactment in addition to each subsequent reauthorization. He is a key thought leader in the debate over the future of the National Flood Insurance Program (NFIP), and was intimately involved in the development and implementation of the insurance provisions (Title V) of the Dodd-Frank Act. He also counsels clients on compliance with U.S. financial sanctions on Russia, Iran, Cuba, and other countries, and he routinely advises clients on federal, state and local lobbying registration/reporting requirements, as well as campaign finance and election law compliance.
Paul began his career in Washington over 25 years ago as a legislative assistant to U.S. Senator Susan M. Collins (R-ME), where he advised the Senator on labor, technology and telecommunications, and veterans programs, among other issues.
Paul lives in suburban Virginia with his wife and two daughters. He is an avid scuba diver, a rabid Boston Red Sox fan, and an amateur luthier, having built over 30 electric guitars and basses since taking up the hobby.
